Description Act of Town Council observing that "ther is great scarcitie of good and qualified persons within the city whoe have skill to trim and barberize sua that a considerable number of the inhabitants are forced to goe to the suburbs to be trimmed as lykwayes it has occasioned many complaints to be made by noblement gentlemen and others resorting to the toune that they cannot be conveniently served by persons of that Imployment within the toune… Therefor they recommend it to the deacon and Incorporation of the Chirurgians to take some effectual course that the City be furnished with a compitent and suitable number of persons skilled in the art of cutting hair and taking of of beards." If the Incorporation fails voluntarily to admit a sufficient number of barbers, successful application may be made to "superior judicatories" to force them to receive into their freedoms a specified number of barbers.
